“3,000 Africans” die every day of a mosquito bite. Can you think about that, malaria? That’s not acceptable in the 21st century and we can stop it. And water-borne illnesses – dirty water takes another 3,000 lives – children, mothers, sisters . . .our city is filled with dirts, each day we breath in death on our daily businesses while council efforts to keep the city clean is limited with focused attention on centralized powers… that has affected decision making that affects the rural masses and their health. If we’re to take this issue seriously, and we must, because in 50 years, you know, when they look back at this moment . . . they’ll talk about what we did or didn’t do about this country bursting into flames. It’s an avoidable catastrophe
Controversies in regional balance in Cameroon has been mounting over the months as major projects are focused in some particular parts of the country who consider themselves so parochial in power entrenchment that no one can speak even un- behalves of the voiceless in a blind family. Cross section of civil society groups have been asking as to why !The execution of public contracts lacks monitoring framework where goals can be measured at the end of the day to see if success has been achieved or not; strategic educational programs that should compliment students in realizing academic objectives, poverty alleviation through sustainable job creations. The respect to human rights in the exchange of information from government to private enterprise as well as health ramification program; the list can go on and on.
The government should have first of all formulated strategic framework for community partnership between state owned enterprises and civil society organizations to combat widespread poverty around the country. Through these partnership people will be best managed and goals realized in shorter period of time. This is intended mainly to promote social development and combat widespread poverty in low-income earners. Subsequently, the need to monitor and report on progress toward the goals led to establishing quantified targets for each objective and specifying indicators for measuring progress.
However, recent assessments of the status of the MDGs reveal that progress in achieving them has been mixed and slow. In its report, the Millennium Project (developed under the auspices of the United Nations) noted that although several countries are on track to achieve some of the goals, many others are falling away, particularly so in Sub-Saharan Africa.
Several of these recent reports have recognized that growth is a key requirement for improving living standards, and emphasized the need for a ‘big push’ in public investment in education, health and infrastructure in order for Cameroon to meet up by 2035. The state should recognize the role that infrastructure can play in stimulating growth, particularly those aimed at improving productivity and reducing production costs in agriculture The development of transportation networks is also viewed as particularly important in the regions to stimulate trade – both domestically and internationally; the need to speed up spending on infrastructure (both for ‘new’ investment and operation and maintenance) in the country.
To finance this big push, and given the limited ability to raise domestic resources through taxation or borrowing, donors have been called upon `to provide generous debt relief and scale up official development assistance which this must be regionally balance to curb rural exodus and urban congestions.
Domestic production requires effective labour, private capital and public capital in health and infrastructure (namely, transport, energy, water supply and sanitation, and telecommunications).
The stock of private capital is calculated by applying the standard formula associated with the perpetual inventory method. In the case of public investment, however, we account for the possibility that a fraction of the resources invested in investment projects may not have a positive impact on the public capital stock.
While public capital in infrastructure improves the productivity of the private factors used to generate output, public capital in health improves the quality of labour employed in production. Effective labour is a composite input, which is produced by the actual stock of educated labour and public capital in health. In order to take into account congestion effects in the provision of health services, the stock of public capital in health is scaled by the size of the population. To account for congestion effects associated with domestic production activity, lagged output is used as an indicator of the intensity of use of (or pressure on) public capital in infrastructure. Domestic output is allocated between exports and domestic sales, based on relative prices.
Population and ‘raw’ labour grow at the same constant exogenous rate. The transformation of raw labour into educated labour takes place through the education system, which provides schooling services at no charge. A key input in this process is a composite public education input, which is defined as a function of the number of teachers and the stock of public capital in education. In addition to teachers and public capital in education, production of educated labour requires also access to infrastructure capital. The case with Cameroon is too crucial that government give schools without structures. The University of Bamenda, ENS Bambili and a host of others are in dilapidated state, CCAST structures built some 50 years back with no renovations. This is a crucial feature of the model. As many recent microeconomic studies have found a positive impact of infrastructure services on educational attainment, both directly and indirectly (through an improvement in health indicators). A better transportation system and a safer road network (particularly in rural areas) help to raise school attendance.
Electricity allows more time to study and more opportunities to use electronic equipment that may improve the learning process. Cameroonians have been tortured from the hands of AES Sonel with continues power disruptions and electricity supply despite exhorbitant bills paid. Government negligence to solve this mess is only relegating the nation from emerging as being sung on our national media yet neighboring countries are enjoying free electricity supply from Cameroon and small countries like Equarorial Guinnea which came just yesterday is making marvels and creating history progressively in domain of acute sustained development.
Greater access to safe water and sanitation enhances the health of individuals, thereby increasing their ability to learn. Our hospitals even lacks safe water, educational institution lacks access to safe water for students; these should be checked. As far as we know, this model is the first to account for these effects in a quantitative macroeconomic framework. This adds an important channel of transmission of public investment to growth, through human capital accumulation.
A congestion effect is introduced in the stock of public capital in education through raw labour, which captures pressure on the education system. Educated workers are employed either in the production of goods or in government, some of which (teachers) in the provision of education services.
The assumption that consumption depends on current (rather than permanent) income reflects the large body of evidence for low income earners, which emphasizes either tight liquidity constraints or short planning horizons.
Cameroonians should note that Private investment is a function of the rate of growth in domestic output, private foreign capital inflows and the stock of public capital in infrastructure. The latter variable captures the existence of a complementarily effect – by increasing the productivity of private inputs, or by reducing adjustment costs, a higher stock of public capital in infrastructure raises the rate of return on capital and leads to an increase in private investment.
The share of population with access to safe water is taken to be a function of population density, real income per capita and public spending on infrastructure. The effect of population density on access to safe water is positive because the cost of building infrastructure capital tends to drop with higher density. Similarly, increasing real income per capita raises the share of population with access to safe water, possibly as a result of ‘demand’ pressures. And naturally enough, public investment in infrastructure raises access to safe water – both directly and indirectly. Laxity in public service harms state economy, Impeding spontaneous growth, regular operations, promoting the go slow tendency guised with propaganda and flattery. Is there then any way forward only the said 2035 will tick right the propagandistic imagery exhibited daily before us over National Media of ongoing development works while insatiable money mongers hide behind to keep siphoning the huge resources of the country, impoverishing the poor daily. NACDA at 50 Celebrate Triumphantly

The over 3000 man population that gathered, to name the Swiss Ambassador, the British High Commissioner, the consular Generals of Niger, the Minister of Culture, the Governor, the DO of Santa Sub-Division, MPs, the Mayor Santa, Dr Dorothy Njema etc saw for themselves what it takes and prides a village to have a son illustrious like the Nico Halle of all and a people who are very much attached and dedicated to the development of their own village caring less of Government effort.
Ntumfor Barrister Nico halle, Chairman of the organization committee, the master of ceremony, at the same time the protocol officer, showed and demonstrated again to the most Credible Fons of the North West who assisted the anniversary, in the likes of Nchomba, Guzang, Bambui, Mejang, Nzah etc how he remains most respectful, dedicated and serviceable to the Fons.
The anniversary that regrouped all sons and daughters of Awing all over the world was to celebrate 50 years of Awing Cultural and development Association’s existence NACDA created in 1962 till date by Pa Mbachi, 50 years of maturity and speedy growth of the Association, the village and branches, 50 years of the Lord’s favour to the Awing People.
This symbolic cultural and development exercise saw the reading of the Golden jubilee speech by Prof Paul Mbah Ngwan, an exceptional display of the culture and Tradition of the Awing people and the unalloyed love they have for their Fon and Fondom not leaving out the unveiling of the symbolic monument of “Ndong” Awing NACDA.
The Awing Man on this God given blessed day, were also celebrating the countless support in the domain of Portable water provision, health care services, roads, Schools, and socio-cultural centres, Farm inputs, donated by the VSO, the American Gov’t, the Germans, Swiss, South Africans, Japan, Canada, Nigeria etc to the people of Awing.
2nd, 3rd Yaounde Lists Mares Credibility of HTTTC 2012 Entrance Result
This the Vice Chancellor of the University of Bamenda admitted over the Phone that there was a second and a third list that was introduced by Yaounde and that telling the Minister in his face, said he will rather prefer to resign if the said list are or were to be imposed to mare the smooth Genuine examination process or operation of UBa’s 2012 entrance exams into the training centres.
The Vice Chancellor recounted to this Reporter that nothing like such lists will be considered and it will only be over his death body.
As tension mounts, with Yaounde haven’t resolved, ongoing meetings in Bamenda prolong the release of the Final Results. We are reliably informed that even the list which was first released did not come after a process verbal meaning the exercise was almost like a four man “Njangee” exercise. As we report tension and pressure keeps mounting on examiners, the Directors, middle men, those who never sat at all for the exams and whose names appeared, those who think wrote well but were not properly examined because of preferential names and even those students whose names appeared in the first list confused with the nature of things whether their names will still surface.
Security is on the alert and conversant of those responsible for the second and third list which we are made to know is responsible for the appointment of the said Director subjected to do just as they say. These, the Chief Pilot of the Budding Bambui Cooperative Credit Union a Finance Manager par excellence observed after monitoring and observing sincerely the high level committedness of most of her colleagues President of other Credit Unions counting today over 145 and above not wanting to see the monies of their members wasted unnecessarily for holding countless meetings on resolving a crises which does not exist at all, engineered by selfish individual with irrational ideas and gullible thoughts inciting the Public on the outright manipulation of the law by the regime in place to stay in Power.

Top Secret! “Mbaw Plain Belongs to Njirong”

This startling revelation was made to this Reporter on the 20th of November 2012 in Bamenda at the World Echoes Newspaper Branch office by the President RODECA Rong Development and Cultural Association Ngangeh Ernest Fai.
He observed and declared with firm conviction that other than the false impression that some Ntumbaw elite go around giving the public and the Cameroonian Government about the Mbaw plain as to who own it and that it belongs to Ntumbaw, he supported his claim and right of ownership with a top secret which he declared is to the attention of everybody who attaches interest to Tradition.
“The Ntumbaw people do not have a Nsingong as they claim to be a village on their own, rather our Nsingong, the Njirong Traditional secret society has been playing the role of cleansing and adorning the gods of the lands of Njirong and Ntumbaw every year” this alone is a fact that justify Njirong’s right of supremacy over Ntumbaw.
He furthered, to the attention of the Public he drew again that the minutes of the deliberation of the land commission charged with the settlement of the land dispute between Ntumbaw and Njirong villages at Mawrong Ndu-Sub-Division held on the 9th of June 2004 based on prefectoral order number 004\2004 of 1st June 2004 issue by the Senior Divisional officer of Ndonga-Mantung speaks for itself.
Here, after cross examining the files and questioning the two Fons, it was resolved that, the piece of land in dispute between the Ntumbaw and Njirong at Mbawrong belongs to the Njirong people. That occupant of pieces of land in the said disputed area shall continue to cultivate their farms and any other form of development there in, but must pay allegiance to the Fon of Njirong as the undispu custodian of that National land. That no new farms shall be established without the express authorization or benediction of the said custodian in connection with the existing land tenure law in force. And that a copy of the decision shall be forwarded to the Hon Minister of State in Charge of Territorial administration and Decentralization according to decree 78\322 of 3 August 1978 article 8 sub.
In another vein, still in the justification process made reference to this book titled seeking Truth, Peace and unity on the issue of the land dispute between Ntumbaw and Njirong Villages published by Rev Dr Philemon Bungansa Nfor quoting from, “I was there as a young boy around 1974 at the Njitang residence of the present Fon of NTUMBAW when my Grandfather, the Fon of Njirong invited his brother, the Fon of Ntumbaw, to come and receive a piece of land and cultivate rice so as to educate his children. It was a public invitation made to the hearing of all those who were there!, I was there when the Ntumbaw subjects moved from where they worked with the Njirong people, to a place they called “power come” and claimed it belong to Ntumbaw” This I was there justifies eye witnessed account and facts on the reliability of the information that Mbaw plain belongs to Njirong.
In a last vein, the president drew the attention of this reporter to the fact that the Mission Churches, government Health Centres Primary schools were named all after Mbawrong, which is a clear indication that the disputed area belongs to the Njirong people.
On these note the President in consideration of the SDO Nzete Theophile’s October 2012 decision on the matter, call on the Ntumbaw people to respect the rule of law and order, pay their royalties and let there be peace once and for ever while promising their 100% support to the CPDM, call on the Government to raise her up to a Sub-Division.
To your attention the centre of dispute is too fertile, very vast and under study for CDC operations.

History holds, today that the National Chairman and
President of the Cameroon’s’
People Democratic Party (CPDM) HE President Paul Biya clocks 30 years over Cameroons’ Presidency and Magistracy.
30 years that you and I without any fear of
contradiction will acknowledge, the sole architect of Cameroon’s new deal Democracy, master minder of Cameroon’s new
era of clean Politic, has achieved a lot for this great Nation so far.
President Paul Biya “The Philosopher King Divine,
Designed, Designated and Ordained by God” as most Journalist and Publishers
describe him, is a proclamation of the fact that Mr Biya is Cameroon’s’
Messiah.
This 30th anniversary symbolises 30 years
of President Paul Biya’s miraculous rule of Cameroon. Like Jesus the Magician,
Mr Biya has moved Cameroon
from Grass to Grace.
As a technician, with shrewd Administrative acumens,
Mr Biya has been able together with his team of indefatigable leaders to mount
and come up with elastic and flexible policies to develop Cameroon.
President Paul Biya for over 30 years, as a man born
with great Visions, has been able to make manifest of the visions in the
progressive development goals initiated daily to enhance Cameroon’s’ dynamic
potentials. These in brief summarily describe the Biya’s Era in 30 years.
For 30 years the Head of State President Paul Biya has
greatly improve Cameroons’ road network, has harnessed natural resources
appropriately to meet economic goals, has ensured peace and justified security,
has improve greatly on the health sector most especially in the donation of
Referral Hospitals, dialysis centres to Cameroonians, operation roll back
Malaria, HIV\AIDS and STD Programs speak for themselves etc.
His opening and creation of new state Universities and
Higher Teacher’s Training
Colleges in Maroua and
Bambili supports his development goals with the intension of seeing most
Cameroonians Educated.
The varied Hydro electricity projects going on in the
Country like the Maeme-vela, Lom-pangar and others show, his good intended
plans to keep Cameroon
electrified and power guaranteed by 2035.
For these 30 years, Mr Biya has been able to arrest
unemployment, through the liberalization of the private sector, promoting
private initiatives and entrepreneurship. Operation 25 thousand youth
recruitment into the Public service in 2011 affirms the fact that Mr Biya has
plans for no Cameroonian to be seen Unemployed by 2035.
Through subsidies and subventions to private
operators, Mr Biya has been able to progressively boast the economic growth
ratio of the Country.
And finally for 30 years, the Head of State President
Paul Biya has reached and contracted many international deals with foreign
partner countries that make Cameroon
very much significant and advanced than most African Countries.
Fellow readers, all the above listed achievements of
the President of the Republic of Cameroon, confirm the fact that Mr Biya is
Divine Sent as such is Messianic “Mr Biya remains the Same Today, tomorrow and
for ever” it is on this note that I conclude without prejudice that to say Biya
has not done and mean a lot to Cameroon and Cameroonians is just being
unchristian and not giving to Caeser what belongs to Caeser.
