SCNC Exposes the Truth of Southern Cameroons Independence
Dear Countrymen and Excellencies, since, for several valid reasons, we would not observe the 1st October Independence, Anniversary of Southern Cameroons in 2014, we have not prepared any formal speech for the event.
However, we take the opportunity to issue the following (36) point argument that proves beyond every shadow of doubt the validity of the separate Independence of our Country.
The Essence of the Plebiscite
1. The objective of the 1961 Anglo-UN Plebiscite in the territory was to grant Independence, once the vote was affirmative and it was overwhelmingly.
2. The questions of “Do you wish to achieve Independence by joining with the
Republic of Cameroon”, or “Do you wish to achieve Independence by joining with the Federal Republic of Nigeria” clearly placed the accent on achieving Independence.
3. The condition of obtaining it “by joining” was secondary, and depended on the antecedent of first achieving the Independence. II follows that without the priori of Independence, there was to be no joining whatsoever.
4. On the other hand, the phenomenon of “Independence by joining” pertains neither to the UN option “(a) of Sovereign Independence”, or “(c) of Independence by Integration with an Independent state”.
5. Independence by integration means pre-independence joining by the in-coming state, which looses it entire identity, as it achieves Independence through absorption into the Independence of the receiving state. This was the case of former British Northern Cameroons into Nigeria.
6. Meanwhil6e, the type of Southern Cameroons relates to the category “(b) of
Independence by free association with an Independent state”, which means a post-independence joining by both Countries on absolute “Equal Status”.
7. The adjective of “free” in the context refers to the joining state, which was required to also be Independent before any joining, into a federated partner. The model of Federated States in the US is characteristically different from the Federal States of Nigeria.
8. On the African Continent, the US model is represented by Tanzania and the defunct Sene-Gambia. Federated States often enjoy considerable internal autonomy, compared with the Nigerian sort of Federal States, the pattern into which the Republic of Cameroon has all along wished for the Southern Cameroons.
9. The latitude of autonomy of Federated States derives from the fact of being Independent in their own right before any joining, while Federal States had never achieved separate Independences.
The UN endorsement
10. Therefore, the UN endorsement by 26 Yes Votes, 13 No Votes, and the 2 Abstentions of the Republic of Cameroon and France, was for the independence of Southern Cameroons, and not for any joining.
11. The UN did simultaneously adopt the neutral appellation of “Federal United Cameroon Republic” for the envisioned joint new Country. The elements of neutrality in the new name were the incorporation of the terminology” United”, signifying the joining of independent states.
12. The title “Republic” was also displaced from its initial prefix position in the virgin name of the “Republic of Cameroon” to the suffix of “Federal United Cameroon Republic”.
13. Finally, only the name “Cameroon”, common in the initial appellations of both countries, was adopted. The creation of a balance name portrayed the distinct Independence of Southern Cameroons and the expected federated character of the would-be new joint country.
14. Along with the choice of name, the UN designation of 1st October 1961, as the Independence consummation date, is yet another pointer to the distinct Independence of Southern Cameroons
15. If the UN endorsement was for a mere joining, the Republic of Cameroon would have definitely not abstained from voting. The Francophone state had relentlessly campaigned For the Southern Cameroons to join them. They apparently miscalculated that the joining would be pre-independent, or an integrative joining by Southern Cameroons.
16. The abstention signified their disdain for aggregative joining, a policy they have maintained by preventing a genuine federation from emerging since more than half a century.
17. Only a Plebiscite to grant Independence and its proper endorsement could
have compelled the UN to require a post-plebiscite International Conference, which alone would “work out the modalities” of a federation of Independent states.
18. Traditionally, the UN does not organize International Conferences on
Reunification issues, which would have happened respecting the German Reunification of 1990.
19. The effective celebration of the Independence by the population completed the final phase of Unification to the Independence exercise of Southern Cameroons, and sealed its immutability to time, space, and circumstance.
20. In fact, were the UN to have behaved contrarily, the World Body would have violated Article 3 of the Anglo-UN Trusteeship Agreement on the territory and Article 76 (b) of the UN Charter, both of which committed these Authorities to prepare the Southern Cameroons for Independence.
Implied Recognition by successive Yaoundé Regimes
21. Hitherto empty, the adoption of two Stars on the Cameroon Flag from 1961 up to 1972 was the first sign of recognition of the statehood of Southern Cameroons. It goes without saying that the presence of stars on a Flag indicates the supposed number of federated states, or independent countries that joined. For example, the US Flag carries (52) stars each per state.
22. In 1972, the Republic of Cameroon re-adopted the nomenclature of “United” to her name and up to 1982 became the “United Republic of Cameroon”. She was trying to clandestinely deal with the reality of an independent Southern Cameroons state under her armpit.
23. We already pointed out in item (11) herein-above that the application of the term “United” signifies a joining of two or more Independent states. And it would be extraordinary and absurd to imagine that the Republic of Cameroon was once united with its own integral components.
24. To political Scientists, President Biya’s transformation in 2012 of 20th May, previously celebrated variously as Referendum Day, Independence Day, and Reunification Day into a National Day, further revealed the Regime’s inability to obliterate the truth of Southern Cameroons separate Independence, without inadvertently reaffirming it.
25. For general information, a National Day may be the Revolution Day of a country, as in the case of France, where the people believe that the event changed their lives far more than the initial Independence Day they used to commemorate.
26. National Days also arises from unions of Independent states, whose Representatives agree to hold aside their multiple independence dates and economically celebrate one neutral date for everybody.
27. In both respects the relationship between our two Cameroons does not permit a justifiable National Day. Without ever recognizing the statehood of Southern Cameroons, by stultifying her dignity as an “integral part of theirs”, and much less to speak of any revolution, the false national day further exposes the Independence truth of Southern Cameroons.
28. The latest admission of the Southern Cameroons Independence came sneakily when the Yaoundé government, despite repeated promises to celebrate the Jubilee of a fake Reunification on a 1st October finally moved it to an arbitrary 20th February 2914. It obviously means the release of the date as the Independence occasion of Southern Cameroons.
Conclusion
29. This analysis highlights several potential advantages. At the UN, they would readily understand that we command deep accurate knowledge of our case, that our petition at their Human Rights Court in Geneva is based on conviction, arising from impregnable truth hence, the urgency to hasten the process of restoration of our statehood.
30. On the domestic scene, the Regime would realize that we are capable of interpreting every political move of theirs. Hence, they should desist from further manipulations and advisably adopt a policy to peacefully and speedily let go the Southern Cameroons, in the supreme interest of future good neighborliness.
31. We urge our people in the service of the Republic of Cameroon, personalities in political parties, and even intellectuals who once led this struggle but are now outdated, to restrain their destructive comments on this issue.
32. They have not mastered the fundamental causal factors. If they did they would have been active in it beyond empty utterances, given the opportunities of enormous financial and human resources they squandered.
33. Finally, we announce that, in light of the above host of scientific arguments, there is absolutely no room for either dialogue or negotiation with the Republic of Cameroon.
34. Even if they promise the best constitutional reforms ever under the sun, containing the deceptions of a re-federalization, a Vice Presidency, and in the presence of whoever third party. This office will not attend foolish talks, while no amount of money can ever buy us to change our minds.
35. Countrymen, you must believe our informed foresight that the factors for political dialogue or negotiation do not exist between our Country and the Republic of Cameroon. Even an application of the British-type Referendum is inapplicable here. In other words, there is absolutely no alternative to the complete detachment of our Country from the pains of an Annexation.
36. We warn you that any attempt to force it would certainly land us and posterity into a destruction (10) times worse than we have ever seen since 1961, or ever head of anywhere else across this whole wide World.

Press Release: SCNC Postpones 1st October 2014 Independence Anniversary
Dear Countrymen and Excellencies, we announce the postponement of activities to mark the 54th Anniversary celebration of the Independence of Southern Cameroons on 1st October 2014 to 1st October 2015.
This decision was taken in the aftermath of the death of Chief Ayamba. And it is necessary to permit the SCNC carry out an internal re-organization, which should consolidate and strengthen the mother movement, by reducing its existing number of Wings.
May our emphasis on the only one date of 1st October be understood to reaffirm this date and none other, as the indelible mark of Southern Cameroons 1961 Independence.
To this effect, we appreciate its recent recognition by the Government of the Republic of Cameroon, in terms of President Biya having courageously transferred his purported Reunification Jubilee to February 20, 2014.
The surprising change of date, from four previous threats in 2010, 2011, 2012, and 2013, to celebrate the Reunification on a 1st October, is a deserved compensation for the SCNC peaceful disposition, even to the extent of allowing a false Jubilee commemoration in our historic capital of Buea.
Truly, patience is a portent weapon, so we should never depart from our tested Motto of the “Force of Argument, and not the Argument of Force”.
We are also very grateful to the International Community whose input, by stressing the truth of our 1st October separate Independence, contributed enormously to condescend and restrain the excesses of the Cameroon President.
Since by all assurances our activities will remain always peaceful, we humbly request the International Community to enable the Yaoundé Authorities to exhibit even greater understanding towards 1st October 2015, so that we would celebrate the event without the habitual disruptions, arrests, detentions, and torture.

This day clocks the “2014 Transparent Social Democrat” and followers one year of effective and devoted service in office irrespective of all the manipulations stationed by transgressor to mare their smooth governance.
Back home with a loaded mind set and belt capacities to meet the new evolving trend of Council management and governance, haven’t made good contacts at the Foire Africaine de Montreal for the Council, the visionary and pragmatic Mayor with effect from next administrative year shall embark on a cross section of projects in the domain of town planning, runoff draining system, a central town touristic attraction, a multipurpose sport complex for the municipality, a befitting ceremonial ground, a rehabilitation center for the underprivileged and elders in the Council area with Canadian partners amongst others.
The mission of the public hearing, in Divine fellowship and communion with electorate and development partners, is to render public his one years achievements in office, a routine which will go on for these five years of his stewardship over that municipality. Here, just like the courts out of the court room, the Mayor shall be taking his resolutions in session with the designated Councilors by electorate out of the hidden normal Council hall to the public arena where he shall render the financial and administrative accounts of his transparent and judicious management of Council accounts, the new plan of action and vision for the Tubah Council that will meet the needs of another century.
This shall be first of its kind in council management but falls within the frame work of transparency in management and accountability in governance which the western world uphold to instill trust and honesty in one’s exercise of public functions.
This symbolic exercise to the Mayor as a model leader puts God directly ahead of all functions to oversee, and man the running of the Council irrespective of all the challenges. To him, good leadership management should be backed by accountability and selfless service to the Nation and those who voted you in office.
It has been a long way and trying moments, every conversant Political mind will admit for Mayor Tanjong Martin and devoted Councilors that just immediately they overturned the decisions of the SDF Party hierarchy in what was termed moves “to reinstitute justice, Power to the people and equal opportunity for all”. By voting their beloved Mayor collectively in the Council hall after the twin Legislative and Municipal elections of 30th September 2013.
Since then, a tornado of attacks, staged managed coups, intrigues, blackmail, intimidation and threats from few opposing parties has been the order of the day in that Council area.
Amidst these odds, the silent mover keeping his grounds kept on with the task he was entrusted by MINATD to accomplish.
And tomorrow 28th of November 2014 which clocks him one year in office by his grace, they shall be presenting a loaded report card of their activities, achievements and how each francs that came in for Council management was used.
So far Mayor Tanjong has much to ride home as pronounce and feasible activities that are directly affecting and transforming the lives of the people of his Municipality, from farm to market roads, to the grading and widening of certain major streets, building of bridges and culverts, provision of infrastructures to schools, health services and the University of Bamenda, assistance to the needy, holiday jobs, portable water, health campaign, free will donation, building of bridges, training seminars for workers, increment in salaries and above all, has increased revenue collection by multiplying avenues for council revenue generations, through the poultry farm and the newly inaugurated model cattle market at Kedjom Keku which shall be one of the highest finance giving source to the Council.
An observation made by the first Deputy Mayor Wechui Barnabas seating for the Mayor and the DO of Tubah Alim Garga on the 16th of September 2014 at the ground breaking ceremony that involved all the parties in the venture for the cattle market in the Municipality to earn the much desired goal.
Tubah from all indication is now feeling the pinch of a flexible hand that is out to develop and only to develop more than ever before irrespective of all the machinations. Thank God all the enemies of the Council are gradually being called to Divine order as SDF Party leaders have finally genuflected before the alter of the “Tubah 2014 Transparent Social Democrats”.

21st Century Cameroon with President Paul Biya as her lone leader for well over 34 years, has much to ride home Politically, Economically, Agriculturally, Socially and talking less of the domain of the Elderly and old people’s welfare in Cameroon irrespective of all the pressure, influence and appeals for social protection, not to talk of senior citizenship benefits .
The absence of a genuine national insurance and assurance policy which should be very active and reliable to retired senior citizens when needed, are bearings to justify that the Cameroonian government does not care at all about her working population after public service (they are good at using and dump). Reasons why 70% of that working population after service to the Nation are mentally sick or prefer the grave to the torture given to them by the regime with an over centralized system that does not have as priority action plans to quickly effect the consistent payment of old people’s retirement benefits after judicious service to the Nation.
A fact to over criticize, is that even the recently created Ministry to handle the affairs of senior citizens in the country is not functional and has redress no problem affecting old people nor has she taken upon herself to boast recreational facilities for the old, their clubs, extra judicial allowances, free health provision etc.
This is because the regime in place has as priority plan to maintain grip over power by cooking up political strategies at all cost campaigning day and night to cajole the voting masses, who are considered the active population, who has much to offer.
This state of mind and its side effects has often pushed on, shaving aside priority issues linked to the old or the Elderly.
Today in the Cameroonian economy you can hear of government programs to alleviate poverty amongst youths like PIAASI, PAJEU “U” Civic right participation program, Cameroon youth council where billions are pumped to subsidize youth activities and nothing is made mention of the old.
The youths, with special attention and focus because they are power holders, considered useful materials and leaders of tomorrow to the old generation that has outlived their value. Who have played their part and are no longer of any use.
This notion has caused the relegation and the neglect in the deliberation on most pertinent issues relating to old people’s welfare and development in the legislature or Senate.
The embarrassing truth is that these abuses pertaining to old people’s interest are ignored by the very old leaders in government. The President of the Republic Paul Biya is almost 90, the Prime Minister Yang Philemon is in his early 70s, the President of the Senate Nyah Njifenji is 86 years old, Vice President of the Senate Rt. Hon Simon Achidi Achu in his late 80s, President of the National Assembly Cavaye Yegue Gibriel in his 70s are the few sited cases amongst other Ministers, Parliamentarians and Delegates who are all old persons in government.
Bizarre this should really be, because what they really much care for is their seating allowances, micro grants from Parliament and strategies on how to maintain their Political grip and influence over Cameroon in the face of stoning attacks from the opposition (the SDF) who are not also very much reliable as they very much have the same mentality within their Party circles.
Misplaced priorities and goals are the driving motive and the functional force governing Cameroon that is why, the cry to government for improved social welfare services for the old, a sound insurance policy, improved free medical health care and the protection of Elderly rights which are grossly violated on daily bases, are always falling on deaf ears (betters still, all actions and appeals are like throwing water on a duck’s back).
Cameroonians are just from celebrating, World health Day which talked about preventing the old from vector born diseases, yet millions are pumped for free Malaria treatment for the youths and nothing for the old.
Elderly rights day was also celebrated last 15th June 2014 yet the National Human rights commission is only there for the regime and doing nothing for the old. In a week time, by the first of October, we shall be celebrating another world Elderly peoples’ day under the theme “Leave no one behind: promoting a society for all”.
The big question is and from what is feasible, will Cameroonian leaders and policy makers after all the campaigns and appeals with the unchanging mindsets be able to leave no one behind in the repartition of the National cake and promote a society of equal opportunity for all?
Cameroon still has a long way to go regarding the prejudice meted by fellow Cameroonian old persons in government onto other old persons who have outlived their value or function.
Thus the problem to ageing issues in Cameroon is another old man, the lack of a sound, genuine social protection policy often ignored by policy makers on their deliberation tables either deliberately or not, if not why should old policy makers forget handling pertinent issues concerning their welfare or fellow age mates? This is just because, they themselves are not ready to be part of the solution to the problem, but are perpetrators and magnifiers of the problem. Hence, old people in Cameroon are a problem to the solution of the problem and not a solution to the problem.
