Cameroon COVID-19 Funds; Health Minister Under Investigation for Misappropriation of over 22 Billion FCAF

Uproar: As the Media Cries Foul to Cameroon Minister's Scandalous Declaration over Usage of COVID 19 Funds
-22 Billions Squandered in the space of 6 Months
-Population, Journalists, Civil society in bewilderment Clamor for Minister and health Official's Arrest.
Last 23rd July's call by Cameroon's Prime Minister, Head of Government Chief Dr Dion Ngute for investigations to be opened and audits carried out on the unclear or scandalous report presented by the Minister of health in his last Media outing in Yaounde, is still sparking confusion within the media circles and provoking uproar amongst Cameroonians of good will.
22 Billions to have been Squandered in the space of six months by the Minister of health Manaouda Malaichi and his officials is unimaginable and unbelievable.
To contain a virus, while the country keeps recording positive cases daily.
The rate of infection in Cameroon from statistics is exponentially growing and does not March with all efforts and means put all together by the government, EU countries and WHO to put situation under control.
Meaning all what has been going on in the name of building of isolated specialized treatment centers, treatment, expenditures on each quarantine case, nation wide screening, buying of specialized health and treatment equipments, risk allowances, supplies and missions are all cosmetic, cooked up or better still, stealing arrangements.
It is unfortunate but the facts are there, couple with the illicit acts of viscious Doctor who tag most death cases COVID-19 to make money as such scaring population from going to the hospital.
This acts of gross dishonesty is not surprising from the Present Minister of health and his officials to the public who are living witness to the last arrest of former Minister Urbaine olangene in 2008 for embezzlement of health funds and immidiately after him government threatened to arrest Andre Mama Fouda his successor on similar charges of embezzlement, today government has ordered his successor to be auditted while in office.
From all indication the present Minister of health is following the footsteps of past Ministers. In no distance time the special team of auditors from the supreme state control audit in Cameroon will come out with their findings.
Other sources close to the intelligence service of the presidency holds it that the anti corruption unit has been put behind the Minister to unmask those toiling arround with COVID-19 funds.
By extension, it is likely that there may be cabinet shakeup in no distance time just because of the Minister's alleged atrocious acts.

Pioneer Mayor Bamenda II Balick AWA Bows out at 64

Mayor Bda II Marches on to Glory, Ends his Christ assigned Mission here on Earth with special Grace and Favor.
That was yesterday Sunday 19th July 2020, he made part with this world after suffering from a serious health malaise.
Mayor Awa Fidelis fondly called Pa Balick, one time District chairman of the SDF and front line member of the party, faught a good fight and bows out at 64.
The Mankon Senior Venerated citizen, it must be noted is the pioneer Mayor to the Bamenda II Council, that is from 2007 to 2020 holding two consecutive mandates with overriding acheivements amongst which are an ultra modern Council chambers, schools, health infrastructures, farm to market roads, rural electricity, portable water, support programs for sustainable development and management inter-alia.
Mayor Balick AWA born on the 30th of August 1956,  closes his chapter also as one of the pillars and pioneers of the credit union movement in Cameroon. He has one time been former Azire Cooperative Credit Union and CamCCUL President.
 Mayor Balick hold a Master's degree in Language and remains a teacher and a politician even in the world here after. May his kind, gentle and loving soul have eternal rest in Jesus mighty name. Amen.

MINFI: CFAF8,826 bln, i.e 38.6% of GDP Stands as Cameroon's Estimated Debts Last April

Cameroon’s outstanding public debt was estimated at CFAF8,826 bln at end-April 2020, i.e 38.6% of GDP
At end-April 2020, Cameroon's outstanding public and publicly guaranteed debt were estimated by the National Credit Council at CFAF 8,826 billion, or 38.6% of GDP. This outstanding debt is 5.4% higher than its level at end of December 2019 and 15.7% up year-on-year.
According to the Ministry of Finance, the country's debt has increased by more than 34% in two years due, among other things, to the disbursements of budget support obtained under the Economic and Financial Programme (PEF) in progress with the International Monetary Fund (more than CFAF 578 billion), the mobilization of public securities (CFAF 638 billion via Treasury bonds), and the acceleration of the construction of major infrastructures.
The 99.6% of the public debt portfolio at end-April 2020 consisted of direct public debt, evaluated at CFAF 8,791 billion, i.e. about 38.4% of GDP, including CFAF 1,049 billion in budget support. 0.4% of the debt at that period consisted of debt endorsed by the State to the tune of CFAF 36 billion, i.e. 0.2% of GDP.
Let’s note that at end-April 2020, the direct public debt was made up of 75.7% of external debt and 24.3% of domestic debt.
In comparison, at end-December 2019, Cameroon's debt was essentially direct, 76.7% of which was external and 23.3% internal. In its medium-term 2020-2022 debt strategy, the country plans to constitute a debt portfolio composed of 77% of external debt and 23% of domestic debt by end-2020.
From the country’s debt sustainability analysis, conducted in November 2019 by the IMF at the end of the 5th review in the framework of the EFP, it appears that the country's debt remains "sustainable with a high risk of debt distress." Curled Cameroon Business news Agency

-Minister Manaouda, apparently going the Olangeina and the Mama Fouda Ways?
The alarming rate at which COVID-19 Funds in Cameroon are been managed, is provoking a serious call for concern and much annoying to the population whose lives are directly in danger.
Government’s frank efforts to combat and contain the virus to a serious extend is taken for granted by some wayward individuals in the health sector clad in “borrowed” hospital robs, who always believe in exploiting every given situation for money making.
Malaria, Polio Vaccine, HIV/AIDS, Ebola funds suffered seriously in the hands of such individuals. That is why during all those given periods in history plagued by the diseases, heads rolled, I mean many were arrested here after. It is not for nothing that former Minister of health Urbaine Olangeina Awono in 2008 was picked up and jailed at the Yaounde Kondengui maximum security prison. His successor Andre Mama Fouda barely survived a similar scandal and today we are talking of a 21st century team of medical personnel’s lead by Minister Manaouda Maleichi to combat CORONA VIRUS with Billions of CFA francs placed at his disposal and all the financial gymnastics going on.
We are here talking of the Special emergency solidarity fund put up by H.E President Paul Biya to fight at all levels the  Bio-Atomic invention that has in no distance time ravaged almost ¼ of mankind’s population and need not be tampered with since it has a serious bearing on human lives seriously threatened. The irony is that these health predicaments most often, comes with huge funds for its cure, prevention and vaccines from world health governing bodies, donors and financial institution from the West or Europe.  
The unfortunate truth is that most officials of African countries cease these opportunities to make monies for themselves out of the life saving funds. That is why in most situation or cases ¾ of the amount if not 1/2 of the amounts end up in private pockets. The Cameroon situation has often exposed its medical experts or officials embarking in real estate ventures in and out of the country, money laundry, loading of accounts and the building of villas immediately such funds are allocated or disbursed.
Away from ills associated to health funds meant to combat diseases or virus from an African perspective, information avails that Cameroon health officials are into serious business with COVID-19 Funds. The source reveal, they are doing business in the direction of stigmatizing patients, corps, false health reports, others into “gree a gree” business, fake supplies and some putting up horrible missions orders.  
This calls for serious questioning;
-How much has been raised so far in total by the emergency solidarity fund, what was used, how, and what is remaining?
-  What have become of the nation wide screening campaign announced in April?  That is so far noticed to be operational in Yaounde and doubtfully moving to other Regions?
-What have become of funds meant for exhaustive outreach campaigns in the hinterlands?
-What have become of special remuneration to health personnel’s risking their lives working at the COVID-19 emergency rescue concentration units?
-What have become of Media campaign funds for Private Media organs to intensify the crusade in their respective media outlets and localities?
-Where are the items and gadgets donated day in day out by the Head of State?
-Where is the Ministry of scientific research with the anti COVID-19 tablets he was assigned to fabricate?
-What has suddenly happen to plans of multiplying Bishop Kleda’s Indigenous cure for CORONA?  
-Why is CONAC silent or there is nothing wrong going on in the sector?
Who is really fooling who? Are the unanswered questions that are sparking a wave of confusion around the social media circles and in the quarters?
It is also unfortunate, that because of these waves of confusion, a lot of people have lost trust and confidence in the powers that be and those directly involved in managing COVID funds in Cameroon.
Many a people are now running away from hospitals for fear of been used for money making ventures. The truth is bitter but must be spoken, “once it smells down there, it is rotten up there”. To extinguish the fire of corruption and embezzlement burning or going on in the health sector in Cameroon, it requires Biya’s prompt intervention with his anti corruption fighting squads. It is too much, and unbelievable of some of these Doctors and Regional Delegates of health who have suddenly taken COVID Funds as their family income. 
“Where is CONAC, all control teams and audit missions? Let it not be there is a game of complicity going on?” les chose a verifier…………

Cameroon Gov't Start Pre-Talks with Jailed Nera 10 Separatists Leaders

Breaking News !!!!!

The First day of Pre-Talks between Ambazonia and CameroUn.

 Yaounde July 02, 2020.
President Sisiku Ayuk Tabe and 03 members of his cabinet: Bar Eyambe, Bar Shufai and Prof Awasum, were taken out of Kondengui Prison today 02 July 2020 at 4:35PM, to the Residence of the Archbishop of Yaounde for the official beginning of Pre-Talks with La Republique du CameroUn authorities.
LRC was represented by Ferdinand Ngo Ngo and were also present, the Ambassadors of the USA, France and Germany in CameroUn as facilitators.
The United Nation representative was there as the main negotiator.
And the Archbishop of Yaounde as Host.
The next phase will be the release of all the prisoners of war and the starting of effective negotiations in a neutral country - South Africa, with top Representatives of those countries and the main protagonists.
Any body or group who is not yet involved, is selling after the market !!!!!
