The Colbert Factor:The Surprisingly Positive Flip Side Of Nalova Lyonga's Student Pregnancy Pass

Secondary Education Minister, Professor Nalova Lyonga's radical new move to correct the scripts of decades of Government's authoritarianism in systematically dismissing pregnant students from colleges in Cameroon may at first sight seem controversial.

Yet, a deeper reading reveals a tsaunami of equally systematic injustices to generations of female students who have been deprived of their education, and by extension, life-long opportunities, simply because they got pregnant.

Despite years of lobbying and advocacy by local women's rights' campaigners who were largely inspired by regional and international instruments duly ratified by Cameroon, it took the courage and dogged determination of Professor Nalova Lyonga, to reverse the retrogressive Government decision.

Cognizant of the fact that the Minister's decision was informed by UN human rights instruments that urge state parties to 'recognize the vulnerability of adolescent girls', school authorities and the education community must only be encouraged to implement Nalova Lyonga's decision, to the letter.

For, once the girls are allowed to drop out of school because of pregnancy, they are easily lured into 'early and forced marriages, which reduce their opportunity to complete school, develop employable skills, and contribute to community development'* 

To better understand the import of the recent ministerial decision, one only needs to go through available research on the subject. Going by a reproductive health report published on January 5, 2022 by some seasoned Cameroonian researchers, including Joelle Sobgwi Tambekou, Marthe Tsague Agnoux, and Flavien Ndonko, under Open Access, 77% of pregnant school dropouts in Cameroon, never return to complete their education. A situation Secondary Education Minister, Professor Nalova Lyonga is fighting tooth and nail to reverse.

More dangerously, the research results point to the fact that almost one in five (19.3%) of teenage mothers interviewed confessed to have had induced abortion, at least once. And this is where Professor Pauline Nalova's preemptive foresightedness comes alive. Her logic: If a student and by extension, some parents, know for sure the child's education would not be tampered with, they would not take the risky option of abortion-a thing many parents and sometimes authors of such pregnancies, have forced the victims to do,-a thing the victims themselves have voluntarily done. 

What results in  immediate risks of death for some, and long-term consequences of infections and barrenness, for others.

The Open Access researchers reveal that Cameroon's national registry for single mothers, Reseau Nationale des Tantines (RENATA), or National Network of Aunties, (an auntie being a single mother trained in  reproductive health and adolescent rights), has over 20,000 members, belonging to 305 associations nationwide, with 42.3% of them having dropped out of school due to unplanned pregancy. The study also names pregnancy as the second cause of school dropout in girls with 16.9% dropout rates, after financial problems. It was probably for this reason therefore, that the Minister sort to reverse the alarming situation, and in a more productive manner.

With some studies already conclusive on the fact that the long-term consequences of early child birth on a teenage mother's social status and child development could be lessened by continuing education, and that educational continuity may reduce the risk of subsequent pregnancies, one could only applaud H.E, Professor Nalova Lyonga's decision to reverse the outdated 1980 circular prescribing dismissal as only sanction to a pregnant student.

Professor Nalova Lyonga's proactive decision not only helps to bring back Cameroon to the table of Commitment Makers at the UN Women's Generation Equality Coalition, but also aligns with the thinking that since student pregnancy is just a temporary disability, and that since a woman does not get dismissed from her job simply because she got pregnant, the female student should be allowed to continue her education. 

Professor Nalova Lyonga's recent directives come to correct and complete Nathaniel Hawthorne's story of sin and punishment, of the strengths of women and the weakness of men, in the famous American novel, 'The Scarlet Letter'. Although the Scarlet Letter 'A' that Hester Prynne, the main character in the fictional story, is forced to wear, is a punishment for adultery in Puritan New England, Professor Nalova Lyonga, who was long time lecturer of 'The Scarlet Letter' in the University of Yaounde and beyond, completely redefines it in today's Cameroon to mean, 'able' or 'angel', and no longer a badge of shame.

Just like Rev. Dimmesdale, the clergy man in The Scarlet Letter convinces the Governor to allow Hester tokeep her daughter, Pearl, with her as a constant reminder of her 'fall and transgression'.

This could be evaluated to, Cameroon' Secondary Education Minister convincing school authorities, both public and private, to allow pregnant students to stay in school, as a constant reminder of their 'fall and transgression'.

If 'The Scarlet Letter' continues to be taught in schools today because it is a direct path to students engagement with the past and the future, Professor Nalova Lyonga completes that relevance in her directives by tasking school authorities to systematically include sexual and reproductive health education into all lessons.

Professor Nalova Lyonga's latest edict is therefore, a wake-up-call that we cannot continue to live in a repressive and authoritarian society, as it is analogue for the girl child in particular and humankind in general. 

It demonstrates in triumphant detail that change is possible in Cameroon once we have the right people with the right mind frames.

Cameroon Now Amongst African Countries to Benefit from EXIMBANK 10 Billion US Dollar Grants

This was made official a week ago as officials of the prominent bank in India and the Asian continent, were received in audience by  the Director of Civil Cabinet at the Presidency Samuel Mvondo Ayolo on the high instructions of the head of state President of the Republic, Paul Biya.

EXIMBANK since 2018 in her outreach plans to assist nations as part of it’s cooperate social responsibilities has since embarked on financing and subsidizing development action plans.

As such billions of dollars allocated for that purposed has since been pumped in earmarked African countries to vulgarize agriculture, harnessed water resources, enhance urban and housing plan, revamp economies and promote sustainable development.

Cameroon Pays 1.7 Billion Interests on 10 Billion Loan to Beac

Cameroon paid CFA1.750 billion in interest on the Beac public securities market. This interest payment is related to a 10-year fungible Treasury Bond (OTA) issued in May 2020, according to Beac's market operations dashboard for the week of May 9-13, 2022. The operation carried an annual interest rate of 7%.

As a reminder, on May 2, 2022, alone, the Cameroonian Treasury made simultaneous repayments on this same market for a total amount of more than CFA36 billion. This move strengthens the country’s credit worthiness.  Cameroon Business News

In Memoriam, Zacchaeus Forjindam's 14 Years in Jail "Victim of the System and Bad Fate"

 

Not victim of circumstance, why is this Reporter saying so? Just as it has become an institutionalized tradition in Cameroon to give a “dog a bad name to hang it” it has become a rule and a routine of the system when ever they deem it necessary to grab a post or pick up some body, they frame him up and cook up stories to hold him liable.

Zacchaeus Forjindam was not amongst those who eyed “Etoudi” or had vaulting political ambitions. He was just an engineer of exceptional class who carried Chantier Naval from Grass to Grace and stepped on no toes to become who he was. That everybody knows and just that fact alone exposed him to become a target of gullible individuals and wolfs.

Today the regrets and damages are enormous as his successor Antoine Bikoro who took over in April 2008 helped to crumble the whole thing and since then, the ship yard and industrial hoarde has been begging to survive all because of egoistic tendencies and greed.

An attitude that has made mockery and ridicule  of the system. Many are a Cameroonian who are suffering the same fate in the Yaounde Kondengui maximum security prison who eyed the Presidency but, not with the case of this true sincere Cameroonian who proved his worth as a Civil engineer and a Director of high moral standing who was later bundled to jail by vultures.

At the mention of Zacchaeus Forjindam’s name in Cameroon all eyes turn to Chantier Naval a complex or industrial base where he put in all at the envy of vampires who cook up stories for his arrest

An arrest with no clear evidence and a balanced audit report. Proof of that time has exposed the well coordinated mafia of the then board chairs and the court officials who hurriedly slammed the said jail terms on him without evidence.

What is ironical about the whole show is that some body who was  naturally rich even before holding the said prestigious post should be charged of embezzlement. Thanks to him Chantier Naval et Industriel du Cameroon, witnessed a boom, a speed rise in it’s income and revenue meaning all was moving on well (realizing 40 Billion annual turn over was quite a huge some then). How then or is it possible for some one to come up over night to say Zacchaeus Forjindam milked Chantier Naval (CNIC) dry.

“A fat lie” I will crave your indulgence our dear reader to ask and advance, How did they come to this successfully? Forjindam’s very own Anglophone brothers who saw his speed rise to fame auctioned, masterminded and orchestrated his arrest by demon fowlers in the system.

Where we are our dear readers I hope you understand from which premise we are coming from. We regret Zacchaeus Forjindam’s arrest, we miss his presence, his memories are abound and glaring even dough in captivity but some of us Anglophones contributed to his demise.

Cameroon's Senior Advocate Dr. Christopher Fomunyoh Join Voice with other African Heads of States in Malawi Clamoring for the Bridge of Gender Disparity

To end growing differences between men and women was the reason d’etre for the soul searching meeting that gathered top African leaders in Lilongwe, Malawi’s Capital from the 9^th to the 10^th of April.

The generation equality conference had in attendance high profile personalities in the likes of; the President of Malawi Lazarus Chakwera who opened the conference, the First Lady, Former Malawi President, Joyce Banda, the country’s first female leader, Ellen Johnson Sirleaf, Former Liberia President, Catherine Panza, former President of the Central African Republic, Jewel Taylor, Vice President of Liberia and Joyce Mujuru, Former Vice President for Zimbabwe, Dr Christopher Fomunyoh, Senior Advocate and Regional Director for Central and West Africa for the National Democratic Institute.

Hear Dr Christopher speaking in one of the high profile panel discussions stating and noting very clearly that “nations are left with unprecedented tasks to uniformly tame challenges that women are facing.

According to Dr Fomunyoh, African nations should go beyond usual formulation of policies but must essentially work into putting them into use.

He then challenged leaders to appreciate how narratives about women empowerment are changing across the world, a thing he says demonstrates that efforts to empower women are now taking central stage”.

After the conference, in a full length exhaustive interview to (PAV) Pan African Vision Magazine Dr Christopher Fomunyoh outlined a lot about the equality Generational conference in the following except;

Question; You attended a high-level interaction on a series of events marking the Generation Equality Conference in Lilongwe, Malawi’s capital. You also took part in a special panel discussion on gender insights across the region. What were your key messages in the discussion?

Dr Fomunyoh: First, I listened in awe and learned a lot from the fabulous women leaders and former presidents present who have served in the highest offices in the land in their respective countries and made their countries and the continent of Africa proud.  I’m referring to former president Joyce Banda of Malawi who was the prime convenor of the conference, former president Ellen Johnson Sirleaf of Liberia, the first woman elected president in Africa and the only woman to have served two full terms of 12 years total, and former transition president Catherine Samba-Panza of the Central Africa Republic. 

These are great world leaders who just happen to be African, and we have to honor them and celebrate their success as trailblazers and a source of inspiration for the younger generation of African women.  I then made two principal points: one, that while we acknowledge these rare gems of success, we must recognize that a lot still needs to be done on gender equality and women’s empowerment across the continent; and two, that we must go beyond declarations like came out of the Beijing conference 25 years ago or the UN security Council resolution 1325 on the inclusion of women in peacemaking and peacebuilding, and take concrete steps to enhance and speed up women’s access to political and economic power on a continent where women make up more than 50 percent of the population and are the pillars of our families and communities.

One of the issues raised had to do with poor financial inclusion of women in money lending institutions, how big of problem is this?

Dr Fomunyoh: Lack of financial resources needed to propel women to positions of economic autonomy and political leadership remains a significant drawback for women across the continent.  This situation is triggered by the combination of traditional and customary norms that in many countries make it difficult for women to earn and accumulate wealth as well as the challenges of accessing modern mechanisms of fundraising and resource mobilization.

It was very heartening that during the Lilongwe conference one of the major financial institutions of Malawi stepped forward and opened a facility to provide access and training to women so they could benefit from electronic banking which is now commonplace in most of our countries.  Even the regional body COMESA promised to open a center to support women entrepreneurs across the region, to be based in Lilongwe, Malawi. 

African countries must reform the laws on matters such as land tenure, inheritance and succession to give women equal rights and opportunities as men.  Come to think of it, it is really absurd that women give birth to us males, and then we get into power and suddenly treat them as less equal to us.  This is not simply unequal or unfair; it is inhumane, nonsensical and very counterintuitive to the economic and political development that we seek for our peoples and countries.

Some of the high-level speakers challenged African governments to empower women and girls across the region, why do you think governments have generally not done more to bridge the gender gap?

Dr Fomunyoh: It’s a question of leaders having the political will to do right by providing equal opportunities to all its citizens and lacking a vision that seeks to raise the wellbeing of all citizens without bias based on gender or other form of difference.  These leaders should look at the statistics of how women leaders are better performers on so many indicators of governance.

What other suggestions do you have on the way forward?

 Dr Fomunyoh: We need all African leaders to demonstrate boldness in their policies on equity and inclusion such as we see in Rwanda where over 50 percent of legislative seats are held by women, or in Niger where, despite many cultural impediments, genuine efforts are being made to enhance the access to education for young girls, or Tanzania where President Samia Hassan, now the only female Head of State in Africa, is providing ample opportunities for women in her cabinet or government and in other positions of influence.

 I was impressed to hear from President Chakwera of Malawi that 41 percent of his cabinet ministers are female, as are 45 percent of the diplomatic corps and 50 percent of judicial appointments.  President Chakwera pledged during the conference to do more towards achieving gender parity between now and 2025.  These progressive, forward-looking leaders should engage their colleagues and the continental body, the African Union, to respond positively and aggressively to the aspirations of African women and democrats as a whole as we march into the 21st century.

 

Minister of Mines Auction Cameroon to China, Civil Society Front Cancellation of 50 Years Convention

To exploit, the rich Mineral base of Kribi and Campo. This high level deal was stroke and signed by Gabriel Dodo Ndoke Cameroon’s Minister of Mines on the 6^th of May 2022 with the renown Chinese exploitative company specialized in the exploration of Mineral resources Sinosteel.

The said deal, gives the Company the latitude to harness and harvest mineral resources of the area without reserve for 50 years in return for a total of 23 Billion yearly multiplied by 50 years which gives Cameroon nothing reasonable as a take home package.

To the parties concern, it is a win win and a gain gain situation that will help Cameroon redress the general financial  economic hardship she is into.

A motive or reason d’etre for the convention which has sparked a high level of criticism from all a sundry. Whether Cameroon must auction all to survive? And why is the Ministry in question unable to do the exploration and exploitation for sales?

Where Cameroon is, in a pool of financial mess and dilemma according to the people she can only survive in the future if they have ready available mines and natural resources to harvest for survival.

If all is auctioned not even sold then the premise this Cameroon’s leadership are building is not a good one for the future generation.

That is why the civil society (RECONCILIATEUR) have taken upon themselves of late to advocate for the cancellation of all those funny conventions signed by heartless Ministers to forfeit private gains and interest not looking at the great havoc it may cause the country in future.

The VC Chancellor of the University of Bamenda Prof. Theresa Nkuo who doubles as Ex- Cameroon CWA chairlady for your attention stepped on the toes of Tubah Mayor last week and by extension spoiled working relation with Elites of the said Sub-Division and the Population of the four villages that make up Tubah( Bambui, Bambili, Kedjum Keku, Kedjum Ketingoh).

Crooks of the Matter;

She complained to the Prime Minister, through the DO of Tubah, and the SDO of Mezam accusing Mayor Tanjong Martin of Tubah Council for building market sheds inside University Land and for disturbing the quiet studying environment of students. Which according to the Mayor are false accusations and blatant lies meant to tarnish the hard earned reputation of the Mayor who has been working day and night to face lift his municipality and to create a quiet comfortable study environment for the students and a suiting habitat for all.

Reaction of the Mayor:

As a patriotic Cameroonian, a resident Mayor, with all the risks involved, the Lord Mayor of Tubah Council Tanjong Martin responding to the VC Chancellor of the University of Bamenda Prof Theresa NKuo who by passed her person and went as far as framing him up to the Prime Minister, called a press conference on Tuesday the 26^th of April 2022 and exploded.

In anger and firm terms, the Mayor expressed surprise about the VC’s behavior and false accusations. Denying that he is not building the 34 market sheds authorized by a whole Regional follow up commission in  the University Campus. A project he emphasized was almost a kilometer away from the University Campus and belt in conformity with the law.

The Mayor questioned what moral authority the VC had over land and the exploitation of land in his municipality knowing very well how the Mayor personally fought to secure study space for students at Mushong Mabuh and CCAST Bambili in the then days of students explosion, not to talk of the main access, and second access roads to the University, water and other social amenities.

To the Mayor, all these sacrifices to the University for all this while has meant nothing to the VC Chancellor. What interest the VC is her Land not the land of the people of Tubah she came and met until she is now questioning the authority of the same people who voluntarily gave her the land.

Ending the press briefing that took Media men and women to the site, he appealed to the high powers that be that in the event of appointing officials to head institutions in the University of Bamenda, the government should consider appointing sons and daughters of the soil who  will governe and administer with the fear of the Lord and the people, not greedy and out rightly pompous individuals.

What the VC’s False accusations has provoked and landed her into;

Not only has her false accusations meted on the Mayor entangled her in a mess, but in a deep pit. The issue at stake, has come to completely spoil her working relation with the council, elites of Tubah, the authorities in place and by extension the population who are already clamoring for her sacking.

From all indication, the bad steps she took, misled by the Director of NAHPI Prof. Fidelis Cho-Ngwa was biting more than she can swallow and stepping on the toes of a lion.  

Where she is, it is obvious, she will be summoned in the days ahead for serious questioning and the public should not be surprised if the elites gang up or team up against her. Petitions and joint motions calling on her sacking should normally be in the offing and in the course, quite a lot will be brought to the lime light about her mal-gestion for the past years all because she dared Tanjong a fearless son of the soil of Tubah.

Land and tradition in the North West

Women, by their very nature are not supposed to talk about land according to grass field tradition. And in no occasion does an individual dispute land with the givers and the owners. Which is the case today with Akenji and the people of Tubah who willfully and freely gave all their land to the University and she has put them to questioning today. Going as far as disputing land with the Landlord means Akenji mean business up at UBa.

The Future

There is no future as bleak and blear as the one lying ahead of the VC because she has challenged the last person who stood by her in Tubah, just by that simple error, she should be ready to face all the elites of Tubah because they are not people to tamper with. In fact the gods of Tubah has blindfolded Ma Akenji into an irrational decision, and plunged her into a deep blue sea.

Cameroon Sugar Company (SOSUCAM) Temporary Suspend Function

The Assistant General Manager of SOSUCAM Emmanuel Castells has made it abundantly clear in a Press release signed on the 22^nd of April 2022 that the sole sugar producing company based in Mbandjock shall be temporary closed until some of the irregularities and lapses in management are brought under elaborate control.

The immediate motive for the call for temporal suspension of function dwells in the lapses that has since accompanied supply of fuel by contractors to the company.

The inconsistent supply of fuel of late, has handicapped the normal flow or trend of activities and has even disrupted the chain sequence in the extraction, production and distribution of end products.

That alone plus personnel management problems and unpaid accumulated bills has prompted the temporal suspension of the sugar production company.

Due to that, it is but automatic and absolutely normal that black market will set in soon in the economy and the price of sugar will abundantly grow high. Adding to the price hike that has since characterized goods of basic necessities and building materials not to talk of the great economic hardship everybody is facing. “Something is really going wrong somewhere and very soon we will hear SOSUCAM is on Auction sales”

That is until all the plights of teachers raised in 2017 are fully met by government. The reason d’etre is to cause government to meet completely the needs of teachers in the phase of multiple crisis facing the country.

It should be recalled that a plethora of  issues were raised to the Yang Philemon administration and ad-hoc Committee for teachers headed by his Excellency Prof. Ghogomo Paul in 2017 as a called for immediate actions to solve the Teachers and Lawyers pacific strike in 2016.

Which the two ad-hoc committees validated and gave a dateline to start meeting the expected needs of the two parties. As we report half of the half begged promises were not met and no concreted explanations or statement made by the state or the said Ministry in question to enlighten the teachers.

Which is the reason why the movement for “On a Trop Supporte” (OTS) and “Enough is Enough” (EIE) on the 22^nd of April 2022 in Tibati, unanimously called for an indefinite nation wide strike and school boycott by teachers. Declaring no teaching for the time being, no participation in 20th May celebration and pedagogic meetings nor report submissions by teachers to hierarchy etc, till the plights of teachers are trashed completely.

This recent pressing call for pressing needs puts Prime Minister Dione Ngute and the Minister of Secondary education Dr. Nalova Lyonga and all Sectary of States plus Directors of Education to task.

What must be noted is that this call for strike by teachers comes to accompany piles of other threats of possible, eminent strike actions pending from all sectors or works of life in the country. “Cameroon is sick”

The news by US President Biden without mincing words fell like a bomb shell to the world, following the unset lukewarm attitude of  Western powers to retaliate as Russia multiplied destructive attacks on Kiev and killings.

It is now crystal clear that with the US President’s declaration on Thursday 21^st April 2022 the US government is not in accord with Russian military attacks on Ukraine and are ready to auto finance Ukraine force to counter attack.

The motion, or the gesture in itself goes without questioning that the US would have loved to come in to join force with Ukraine officially to challenge Russian military might but Putin’s threats to unleash chemical and nuclear weapons is posing as a major threat.

In addition the allied forces behind Russia incase America, France and the rest of the world dares, has or is keeping allied powers stocked or tied to the spot.

The stakes are high but, who will hit first now that notorious Putin is determined with out any second thought to bombard the world.

The battle line is drawn, Russian allies are ready for the worst as inside Russian military Intel leaked  showing Putin in a video footage giving military orders for all launchers to be installed and programmed for release at any time if need be and if any country dares.

Bamenda City Council, Now has a New Finance Controller

In the person of Sunday Richard a seasoned specialized tax controller and expert, former Mezam Division Finance Controller.

He was installed and handed over office on Friday the 23^rd of April 2022 at the SDO Mezam’s esplanade in a high profile ceremony full of pomp and Fanfare.

The ex-checker takes over from Bernard Njoh another old specialized tax controller who has served the city council for almost five years and now moves to Douala in the same capacity.

Sunday Richard’s coming into the finance Control office of the city council, marks another crucial phase in the history of finance administration and control in the city of Bamenda.

Yaounde Finance officials cum the representative of the Minister of Finance Louis Paul Motaze stressed the seasoned specialized controller, has the moral responsibility and obligation to continue where his predecessor left the affairs of the city council control office in strict respect of the law following laid down and instituted policies of the law governing the control of finance resources of each fiscal year.

He shall control, coordinate and help draft the city council’s budget, implement and above all  establish a balance sheet of the income and expenditure of the city council every year.

The representative of the City Council Mayor Ndoh David, on a special note thanked the Minister of finance for his maximum collaboration and timely intervention on issues that concern financial resources and packages through his finance agents and experts. He also seized the opportunity to thank the outgoing finance controller while welcoming the new one with all hope and joy.

The new finance controller Sunday Richard, who is a seasoned pedagogue and a graduate from the specialized school of accounting in Cameroon on his part, speaking to the press after the ceremony promised to do his best as usual and desires just the maximum collaboration and understanding between him, the vote holder and city council staffs.
